Beijing University is conducting a selection of grant and doctoral programs.

The Master's Program in Public Administration is a one-year interdisciplinary program with a full academic burden, focused on economic and analytical work with an emphasis on public policy and leadership.

The doctoral program in theoretical economics is a three-year training course designed to train highly qualified professionals and national leaders who possess theory and knowledge, as well as are able to make decisions and pursue policies aimed at developing the country in real conditions.

The language of instruction is English.

In this regard, we ask that you send to the Agency a list of candidates interested in participating in the selection for the above programs by December 13, 2019.

ISSCAD provides higher education and training programs for middle and senior managers, as well as managers and researchers from government, academia, the media, non-governmental and other organizations in developing countries.

Students from developing countries who are eligible to participate in the programs will be able to receive a scholarship to cover the costs of their tuition and basic living expenses. Foreign benefits in the form of scholarships from the PRC government are provided upon request from candidates from developing countries.

Master's Program in Public Administration

The one-year master's program in public administration is an interdisciplinary program focused on the economy, which contains analytical work with an emphasis on public policy and leadership. The program is intended for mid-level candidates with academic experience and exceptional professional achievements and prospects. Candidates for this program must have a bachelor's degree in the relevant field and work experience in the public sector for at least three years.

ISSCAD students must receive a total of 38 credits (including a Chinese language course) and complete a dissertation written under the guidance of an academic adviser during a one-year program of courses, seminars and excursions.

Doctorate in Theoretical Economics

The program is a three-year training course designed to prepare highly qualified talents and national leaders who possess theory and knowledge, are also familiar with the development experience of the PRC and are able to make decisions and pursue policies aimed at developing the country in real conditions. The minimum academic requirement for a doctoral program is a master's degree in the relevant field and at least five years of significant work experience.

Using a structured program of courses, seminars and excursions, which total 38 credits (including the Chinese language course), students can develop a conceptual set of tools that is based on social sciences, but adapted for use in the real world.

The final stage of the program is the presentation of a dissertation with academic and practical values, prepared under the supervision of a supervisor.

Students must pass all coursework, seminars, practical classes and pass the oral qualification exam in the first year. In the next two years, they should conduct research and write a doctoral dissertation. In the last semester, students must complete a dissertation and pass an oral defense.

Language: all students who do not speak Chinese are required to take one Chinese language course, the language of instruction of the program is English. Doctoral dissertation is written in English.

Candidate Requirements

All applicants must meet the following entry requirements:

1. Candidates must not be Chinese citizens. All candidates must be from developing countries and have a valid passport or any other identification card sufficient to prove his / her citizenship.

2. Applicants to the master's program must have a bachelor's degree or higher and have at least 3 years of experience in government or the public sector. Candidates for a doctoral program must have a master's degree or higher and have at least 5 years of experience in the public or public sector.

3. Candidates must have a good command of English. Non-native speakers or candidates whose undergraduate education has not been taught in English must pass the TOEFL or IELTS exam as proof of English proficiency. Candidates with the following scores are allowed to apply for admission.

  • TOEFL 100 or higher in iBT,
  • TOEFL 600 or higher in rVT,
  • IELTS 7.0 or higher in the group’s total score.

4. All applicants must be in good physical condition. and not have any infectious diseases.

5. Candidates should be recommended by authorities, political parties, non-governmental organizations in their countries or relevant international organizations.

6. Only those nominations recommended by the Office of the Advisor on Trade and Economic Affairs of the Chinese Embassy in the country in accordance with the citizenship of the candidate will be considered.

Application Process

I. Application to the Office of the Advisor on Trade and Economic Affairs of the Chinese Embassy.

First of all, the applicant should receive a recommendation from the relevant state institution in his country, addressed to the office of the Office of the Advisor on Trade and Economic Affairs of the Embassy of the PRC (hereinafter referred to as the Office), regarding his / her application for the program. After receiving the recommendation, the applicant should prepare the following documents and submit them to the Office for verification:

  • The original of diplomas of higher education, a master’s diploma and more;
  • An official diploma insert containing a list of all completed courses and all points earned;
  • An essay written in English (600-800 words). It should cover such important elements as the applicant’s academic background, work experience, achievements, learning objectives and future career plans;
  • CV in English;
  • two original letters of recommendation. One letter from a senior management at the place of work, and another from a professor who knows the applicant well;
  • applicants who are not native English speakers or whose higher education has not been taught in English must submit TOEFL or IELTS test results;
  • a medical form that was issued within one month prior to the application, showing that the applicant is in good physical shape, does not tolerate infectious diseases that can have a serious impact on public health, which are prohibited by the laws and regulations of China on entry and exit and quarantine ;
  • general passport. All candidates successfully approved for the study program must enter China and register at Peking University using the same passport that was used to apply for the program;
  • A written request to ECCO for a letter of recommendation. The request should clearly indicate whether the applicant wishes to be considered for a similar program at other universities, if the programs in ISSCAD are already completed.

All documents must be submitted in either Chinese or English. Otherwise, a notarized copy in Chinese or English is required.

If the applications of the candidates are accepted, they must pick up the documents to China from the Office and submit them to ISSCAD during registration in early September. Applicants who successfully pass the qualification test should receive an official letter of recommendation from the Office.

II. Application for Peking University

The applicant, who received a letter of recommendation from the Office, must then apply for participation in the program at PKU at the following link: http://www.studyatpku.com.

Master's program: go to Peking University's online application system and register an account. Select the “Degree Programs Application” on the first page, and click the “Next” button to go to the next page, where applicants for the Master's program must select the “Chineese Government Scholarship Candidates (Master's Degree Program)." III. Application to the China Scholarship Council

Go to the China Scholarship Council online application system at https: //studyinchina.cse.edu.en/#/login, and register an account. Choose the program “Chinese State Scholarship”, fill in all the necessary information, and an application form will be created. Print the form, write your name and date by hand, and then place a photo on it. To successfully fill out the form, pay attention to the following information:

IV. Submission of application documents to the South-South Development and Cooperation Institute

Applicants must submit all application materials, including a PKU scholarship application form, a CSC scholarship application form, and a letter of recommendation issued by the Office directly to Peking University's South-South Cooperation and Development Institute by email until April 20, 2020 the next mailing address: administration@isscad.pku.edu.cn.

Applications without a letter of recommendation from the Office will not be considered. In the case of admission, candidates must prepare two sets of documents in hard copy and submit them to IS SCAD after registration. None of the materials submitted to ISSCAD will be returned. Documents such as a diploma and a diploma insert require a photocopy of these documents with the official seal of the institution in which the applicant received his degree. Please also note that all original certificates must be submitted for on-site verification in ISSCAD on the day of registration.   • 2 original CVs;
  • 2 originals and 2 copies of two letters of recommendation (one letter from a senior management at the place of work, and the other from a professor who knows the applicant well);
  • 1 original and 1 copy of the certificate of knowledge of the English language;
  • 1 original and 1 copy of the medical examination form;
  • 1 original and 2 copies of the passport (main page);
  • 5 photos (2 inch).

V. Application Deadline.

The deadline for submitting applications for the master's and doctoral programs is June 20, 2020.

VI. Interviews and Admissions

After the deadline for submitting applications, the ISSCAD selection committee will conduct an initial round of review of materials and selection of qualified candidates for an interview.

Based on the materials of the candidates' applications and the results of the interview, the institute selection committee conducts a comprehensive assessment of each candidate and makes the final decision on whether he will be accepted or not. There will be no explanation for the reception results. Letters of notification of admission to training will be sent by early July 2020. They will include the necessary documents for applying for a visa.
