On November 24, 2022 the University of World Economy and Diplomacy conducted bilateral negotiations with the Nippon Foundation of Japan. The negotiations took place over the proposals of the two sides to reach a broad agreement. 

In particular, the subjects to discussion became the funding for the Summer School for Masters and Ph.D. students from Japan to UWED, funding for a Visiting Leadership Fellowship training program for governmental officials and university scholars from Uzbekistan to Japan, an annual discussion forum for discussing advances in Public Policy and Public Management to be annually organized by UWED with the Japanese and other international partners, financial assistance to increase the research potential of the Institute for Advanced International Studies (IAIS) to study the aspects of increasing Japan's position in Central Asia and in order to issue joint publications, Development of a Japanese language textbook with grammatical explanations in Uzbek, intended for the formation of language and communicative speech skills.

In his welcoming remarks, Rector of the University of World Economy and Diplomacy Safoev welcomed and introduced the participants from the UWED side, which was represented by Vice-Rector for Academic Affairs of UWED D. Amanov, Vice-Rector for Financial and Economic Affairs Z. Pulatkhodjaev, Vice-Rector for Research and Innovation of  UWED G. Ismailova, Deputy Director of the Institute for Advanced International Studies, UWED A. Umarov. It was mentioned that a short presentation about the university and proposals the university side in Japanese will be delivered.

President of The Nippon Foundation Takeju Ogata thanked Rector Safoev for the kind welcome and note the role of private sector engagement in deepening the cooperation between the parties. The Japanese side was also introduced by the President. From the Japanese side The Nippon Foundation Executive Director, Tadashi Miyazaki, The Nippon Foundation Special Adviser, Takashi Arikawa, The Nippon Foundation Senior Project Director, Masako Numata, The Nippon Foundation Ph.D., Kyoko Vrboski, JACAFA Foundation Chairperson, Saso Vrboski, JACAFA Foundation President took part in the negotiations.

Rector Safoev, in turn, noted that the presence of Japan in Central Asia is an indicative of stability, highlighted the growing number of Japanese business in Uzbekistan. Special attention was payed to executive education program, and Rector of UWED noted that it is beneficial for Japan to have a country in Central Asia built on same values as Japan.

The sides agreed that it is vital to launch joint projects between Japan and Uzbekistan. Agreements on further steps of cooperation was reached and main points were highlighted. The Japanese side proposed to donate Japanese books and publications to UWED. 

At the end of negotiations, conclusions were drawn and the Uzbek side expressed hope to receive more proposals from the Nippon Foundation and UWED expressed readiness to further deepen the cooperation. S. Safoev proposed to start from signing an agreement between the two sides.
