The beginning of the third decade of the XXI century. characterized by the complication of international relations, contradictions and stagnation of the uneven development of the world economy, which requires members of the world community to take new approaches and find optimal solutions to numerous challenges at the national, regional and global levels in order to maintain favorable conditions for sustainable development. The solution of these problems requires a theoretical understanding of the complex processes of world development, effective practical efforts to integrate into the world economy and determines the high level of foreign policy and foreign economic activity of the states of the world.

This, in turn, causes an increased demand for highly qualified diplomatic personnel capable of understanding the interweaving of complex problems of international relations, international economic relations, trade and investment policy, international law and many other issues of international life. Tough international competition to protect and promote the country's national interests requires intensified efforts to select and train highly qualified diplomatic personnel.

The Republic of Uzbekistan embarked on the path of personnel and structural reforms and transformations back in 1992, when the University of World Economy and Diplomacy (UWED) was founded. Particular attention was paid to the sphere of foreign policy and foreign economic activity of the state with the beginning of a broad reform of the socio-political and economic spheres of activity of Uzbekistan, initiated by the President of the Republic Sh.M. Mirziyoyev. In a short time, an action strategy was developed and adopted in February 2017 in five priority areas for the development of the Republic of Uzbekistan in 2017-2021. The new strategy determined the priority directions of the foreign policy of our state.

An important event in this area was the speech of the President of the Republic of Uzbekistan Sh.M. Mirziyoyev at a meeting dedicated to the activities of the Ministry of Foreign Affairs and the embassies of our country abroad. The speech was aimed at improving the efficiency of the Ministry of Foreign Affairs in order to protect and further promote the country's national interests in the international arena.

In April 2018, the Decree of the President of the Republic of Uzbekistan Sh.M. Mirziyoyev “On measures to radically improve the system of the Ministry of Foreign Affairs of the Republic of Uzbekistan and strengthen its responsibility for the implementation of priority areas of foreign policy and foreign economic activity” was issued. This Decree outlines and consolidates the most important areas for reforming the system of the Ministry of Foreign Affairs and its subordinate structures as part of the ongoing work to radically increase the efficiency of the system of retraining and advanced training of diplomatic, managerial personnel and specialists in the field of international relations.

A little later, in June 2018, the Decree of the President of the Republic of Uzbekistan “On measures to radically improve the activities of the University of World Economy and Diplomacy” was issued, which touched upon the issues of retraining and advanced training of employees of the Ministry of Foreign Affairs and other interested ministries, and departments dealing with foreign policy and foreign economic activity. These issues were further developed in the Message of the President to the Oliy Majlis of the Republic of Uzbekistan in December 2020 and his book “Strategy for a New Uzbekistan”, published in September 2021.

A logical continuation of the efforts of President Sh.M. Mirziyoyev to improve the foreign policy and foreign economic activities of the state and issues of training personnel in this area was another Decree of the President of the Republic of Uzbekistan “On measures to systematically reform the activities of the University of World Economy and Diplomacy”, adopted in July 2022, which provides for a radical improvement in the system of selection, training, retraining, advanced training and the creation of a reserve of diplomatic personnel. This resolution established the Diplomatic Academy under the UWED of the Ministry of Foreign Affairs of the Republic of Uzbekistan.
