With the participation of Surayyo Usmanova, assistant professor of the UNESCO Department of International law and Human Rights, was held a conversation on the topic “Issues of prevention of violations among young people in Uzbekistan: international standards and national legislation” at the mahalla “Boz” of Mirzo Ulugbek district. The meeting was opened by the chairperson of the mahalla Olga Panfilova, who spoke about the cooperation with the university and its impact on young people.

Initially, the conversation focused on the International and national legal basis of the profile of offences among young people. In the country, 18.9 million or 54 percent of the population consists of children and young people under the age of 30. Of the total crimes recorded in the 2020 year, 14 378 (23,2%) were also committed by young people. These figures show how important the prevention of youth offences is.

Crime prevention cannot be carried out without first improving the system of combating crime and preventing offences. Therefore, this issue is defined in the Action Strategy for Five Priority Areas of Development of the Republic of Uzbekistan in 2017-2021 as one of the priority areas of "Ensuring the rule of law and further reform of the judicial system". The conversation touched on the statistics in this direction.

In addition, during the round table, Surayyo Usmanova also gave insights on such documents the Decree of the President of the Republic of Uzbekistan “On measures to radically reform and raise the state youth policy in the Republic of Uzbekistan to a new level”, the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan “On further improvement of the system of republican sports competitions among students and students", the Resolution of the President of the Republic of Uzbekistan “On measures to further improve the system of crime prevention and crime control”, Resolution of the Cabinet of Ministers of the Republic of Uzbekistan “On approval of the regulations of the Agency for Youth Affairs of the Republic of Uzbekistan".

During the dialogue, the UN Convention on the Rights of the Child (1989), United Nations Standard Minimum Rules for the Administration of Juvenile (Beijing Rules, 1985), United Nations Guidelines for the Prevention of Juvenile Delinquency (The Riyadh Guidelines, 1990) were also overthrown.

At the end of the conversation, the speaker also asked about the interests of the mahalla's youth, what they are busy with within their spare time and the main problems of the youth. The participants of the meeting addressed their questions and received the appropriate answers.
