Based on the tasks appointed to Prosecutor General's Office of the Republic of Uzbekistan in accordance with the issues of "development of thematic activities on the determination and provision of targeted parameters on acceleration of reforms in priority areas in 2020" set by the President of the Republic of Uzbekistan, on January 18 of this year, a videoconference was held under the chairmanship of Nigmatilla Yuldashev, the Prosecutor General of the Republic of Uzbekistan, on the topic of elimination the causes and shortcomings of corruption in the system of the Ministry of Higher And Secondary Special Education at the Prosecutor General's Office of the Republic of Uzbekistan.

A.Abduvakhitov, Advisor of the President of Uzbekistan, U.Ismailov, Vice-Advisor of the President of Uzbekistan, A.Abdukhakimov, Vice-Prime Minister, Heads of organizations of the Ministry of Higher and Secondary Special Education, as well as rectors, vice-rectors and deans of higher education institutions of Tashkent and other regions participated at this videoconferencing.

At videoconferencing were discussed the issues related to the condition of corruption prevention in the field of higher education and other matters related to ensuring the legitimacy.

During the meeting it was discussed and highly criticized that in practice the fight against corruption in the field of higher education lacks, and that some leaders in the system can not get rid of it.

In his report, the Prosecutor General mentioned    directions on the spread of corruption in the field of Higher Education. In particular, it was indicated that corruption was mainly observed in the admission processes of students, various examinations of admission process, preparation and protection of students' final qualifying bachelor’s thesis or master's thesis, admission to the master's degree, as well as in the reinstatement of students. Also it was criticized that the examination processes testing the creative skills of applicants were not conducted objectively and justly.

In his statements, the Prosecutor General reported about the need for responsible individuals to provide with modern textbooks and educational literature in the teaching language of higher educational institutions. The analysis shows that there are no textbooks and manuals on 24 percent of the subjects in the curriculum in educational institutions. In some higher institutions, textbooks and manuals are spiritually outdated and do not meet the current modern requirements. It was noted that there were shortcomings in the use of information resource centers, especially the use of libraries in higher educational institutions. The lack of information and communication technologies usage in the educational processes was highly emphasized and some drawbacks were outlined. It was recommended that there is a need of wide application of ICT in the education al process. Some cases of professional negligence in the field of master’s degree were highly criticized.

The facts that some officials of the higher educational institution and the ministry are involved in corruption while students are changing their educational institutions, together with their core subjects and the procedures of reinstatement, were highly criticized. During the meeting, the Chairman of the Commission pointed out that the cases of corruption were caused by the lack of open and transparent organization of educational processes, from which each management employee in the field should draw appropriate conclusions.

the Chairman of the Commission outlined the disadvantages and shortcomings of the research activities of higher educational institutions. The members of the meeting also discussed the complexity in academic procedures, inadequate demand and corrupt factors affect the quality of education, and one of the main causes of corruption in higher education has been found executive discipline, inadequate legal service.

At the end of his report, N.Yuldoshev, the Prosecutor General, speaking about the negative consequences of neglecting the importance of higher education, cited the following phrase from the University of Stellenboss of South Africa.

"No atomic bombs or long-range missiles are required to destruct a nation, but a reduction of the education quality and the permission to cheat at exams for students.

Patients die by the hands of such doctors. Buildings, constructed by the hands of these engineers, get destroyed. Money expends being wasted due to the actions of these economists and accountants. Justice is lost as a result of work of the lawyers and judges.

Collapse of the education system is the collapse of the nation as a whole."

 

By the end of the meeting, it was decided to transform the sphere of higher education into a "non-corrupted sphere", to implement measures aimed at eliminating violations of the law and cited shortcomings.
