Mavlanov Ibragim Radjabovich was born in 1953 in the Russian Federation.
He graduated from the faculty of automated control systems of the Tashkent Polytechnic Institute. Until 1992, he worked in the scientific and applied field of application of information technologies and mathematical methods in economics. At the same time, he conducted scientific and pedagogical work at the departments of applied mathematics of the Tashkent Polytechnic Institute and international marketing and management of the Tashkent Institute of Oriental Studies.
In 1992-2005 he worked in the diplomatic sphere: from the first secretary to the First Deputy Minister of Foreign Affairs of Uzbekistan. He graduated from a diplomatic school in Germany. He has held posts: Charge d'affaires of Uzbekistan to Latvia, Ambassador Extraordinary and Plenipotentiary of Uzbekistan to India and Bangladesh.
Internship at the institutions of the International Monetary Fund and the Islamic Development Bank. Conducted research studies at universities in Japan (Waseda University) and Germany (University Giessen), as well as the Center for Research and Information Systems (Delhi, India).
He has the Higher Education and Development (Head) Award, which was presented at the International Summit of Higher Education and Development (2004) by the International Education Association for Peace to promote education of Uzbekistan in the international arena.
Has the following rewards:
1986 Breastplate "Builder of Uzbekistan", for the use of advanced economic and technical management methods in construction.
2001. The Indira Gandhi Priyadarshini Award for the development of relations between Uzbekistan and India. Presented at the National Conference dedicated to the 84th anniversary of the birthday of Indira Gandhi.
2003 New Delhi - The Universal Human Rights Preservation Award was awarded at the Fifth World Congress on Human Rights.
2004 The award “Best Diplomat” (Top Diplomat Award) was presented at the international summit “CIS - Eastern Europe and India. Joint efforts and economic cooperation ”, the Award is presented by the Institute of Marketing and Management of India for the development and promotion of economic cooperation.
2017 Tashkent - Breast Badge "25 Years of the Constitution of the Republic of Uzbekistan".
Member of the editorial board of the journal "International Relations" UWED of Uzbekistan from 2005 to the present.
Member of the Editorial Board of the Post-Soviet Studies journal of the Peoples' Friendship University of Russia since 2018
Since February 2018, he has been working at the Department of International Trade and Investment.

2008-2009 Head of the research project on the subject of “Arab-Muslim countries in modern international relations and in the foreign policy of the Republic of Uzbekistan”.
2009-2011 Executor of the scientific research on the theme “India - Central Asia: economic condition and trade and economic relations in the second half of the XIX - first half of the XX centuries”
2012 (April) - 2012 (July) National consultant on the project of development of economic diplomacy. The project on the theme: "Strengthening the institutional capacity of the Ministry of Foreign Affairs and improving the foundations of economic diplomacy."
2012 (March) 2013 (March) Member of the research group of a research project on the theme: “Developing a strategy for developing the information and communication sphere of the Republic of Uzbekistan and assessing its impact on enhancing the competitiveness of the national economy”
2015-2018 Member of the international grant of the Peoples' Friendship University of Russia for the development and publication of the book "Foreign Policy of the CIS Countries". Member of the editorial board of the published book "Foreign policy of the CIS countries."
2018-2019 Member of the international grant of the Peoples' Friendship University of Russia for the development and publication of the book "Foreign Policy of the CIS countries" in English by the American publishing house "Lynne Rienner". Member of the editorial board of the book "Foreign policy of the CIS countries."
