March 17, 2023 A conference is being held at the University of World Economy and Diplomacy organized by the Senate of the Oliy Majlis, the Ministry of Foreign Affairs of the Republic of Uzbekistan, to which representatives of relevant state authorities and administrations, ministries, departments, leading scientists and specialists, doctoral students and UWED applicants are invited to discuss the legal and regulatory framework for diplomatic activities , as well as the main provisions of the draft law “On the diplomatic service of the Republic of Uzbekistan”.

With independence, the Republic of Uzbekistan formed its own diplomatic system, adopted relevant legislative acts on the organizational and legal support of diplomatic activities, the diplomatic service of the Republic of Uzbekistan.

Since 2017, large-scale transformations have begun in Uzbekistan. The reforms also affected foreign policy and foreign economic activity, the Ministry of Foreign Affairs and the MIFT in order to make Uzbekistan more open to the outside world. For its implementation, Presidential Decree No. UP-5400 “On measures to radically improve the system of the Ministry of Foreign Affairs of the Republic of Uzbekistan and strengthen its responsibility for the implementation of priority areas of foreign policy and foreign economic activity” was adopted, as well as Decree of the President of the Republic of Uzbekistan dated April 5, 2018 No. PP-3654 “On organizational measures to further improve the activities of the Ministry of Foreign Affairs of the Republic of Uzbekistan.

The powers of the Oliy Majlis and, in particular, the Senate on issues of foreign policy, international, foreign policy and foreign economic activity were significantly expanded and strengthened.

During this period, the necessary laws were adopted in the field of foreign policy of the Republic of Uzbekistan, in particular “On international treaties in a new edition”, “Consular Charter in a new edition” and a draft law was prepared “On the diplomatic service of the Republic of Uzbekistan”, which was supposed to be adopted after the preparation of the Law “ About civil public service”.

At present, the Law “On Civil Public Service” has been adopted, and the State Program for the Implementation of the Development Strategy of New Uzbekistan for 2022-2026. the task was set for conducting an open, pragmatic and active foreign policy as a goal: improving the legal framework for foreign policy and foreign economic activity, as well as the legal framework for international cooperation. This provides for the improvement of the legal foundations for economic, cultural and humanitarian cooperation with foreign countries; introduction of modern mechanisms for regulating the foreign policy activities of the Republic of Uzbekistan; revision of the activities of the diplomatic service based on modern requirements; improvement of the system of regulation of relations related to international treaties of the Republic of Uzbekistan; development and coordination of the implementation of proposals to strengthen the legal framework for bilateral and multilateral cooperation of the Republic of Uzbekistan with foreign states and international organizations; development of an electronic database of unified accounting, inventory and monitoring of the implementation of international treaties of the Republic of Uzbekistan; improvement of the system of rendering services to citizens of Uzbekistan abroad by diplomatic missions and consular offices of the Republic of Uzbekistan in foreign countries. All this dictates the need to complete the work on the preparation and adoption of the Law "On the diplomatic service of the Republic of Uzbekistan".

This event made it possible to discuss topical issues related to the consideration of the bill and its adoption, taking into account the requirements of the Country Development Strategy and the State Program for its implementation and administrative reform in the context of constitutional changes.

At the conference at the UWED, a competent exchange of views and experience took place on the issues of organizational and legal support of diplomatic activities, increasing the efficiency of the functioning of the diplomatic service; an analysis and evaluation of the main provisions of the draft law “on the diplomatic service of the Republic of Uzbekistan” was carried out; issues of organizational and legal support of diplomatic activity, diplomatic service, areas of diplomatic activity, as well as the legal and contractual foundations of international cooperation were discussed; criteria for evaluating the effectiveness of the activities of diplomatic missions of the Republic of Uzbekistan and their heads; conclusions, proposals and recommendations on the draft law “On the diplomatic service of the Republic of Uzbekistan” are formulated, taking into account international experience and based on the goals of the Development Strategy of New Uzbekistan to improve the legal framework for foreign policy and foreign economic activity.

Based on the results of the conference, the working expert group was instructed to prepare a memorandum taking into account the generalization of the comments, proposals, recommendations and measures to facilitate the practical implementation of the conclusions of the conference for submission to the Senate of the Oliy Majlis, the Ministry of Foreign Affairs and the Cabinet Ministers.
