The State Program for 2020 is comprehensive and integrated, covering all spheres of the life of society and the state. The main directions coincide with the development directions provided for in the Action Strategy for 2017-2021.

The document contains a detailed description of the implementation mechanisms, clearly defines the tasks and measures that must be taken to achieve the objectives.

Particular attention in the State program is given to vulnerable categories of the population, which is in tune with the obligations of our state in the framework of the SDGs, where the main principle reads “No one should be left without attention”. Important attention is given to gender mainstreaming.

Moreover, the measures envisaged are aimed not only at creating conditions for particular groups of the population, but also provide for measures to ensure the active participation of all segments of the population in the implementation of the program.

The red idea in the program is the idea of ​​introducing digital technologies and the transition to the digital economy. This is not just about reforming, but about transformation as a whole, not just about changing norms and institutions, but also about relationships, ideas, consciousness in society. The concept of transformation is mentioned several times in the document.

That is why great emphasis is placed on improving the education system. The document emphasizes the importance and necessity of international cooperation in this direction, provides for the adoption of the concept of the development of science in the country. It is important not only to ensure academic mobility, but also the export of educational services, and representation on the international education market. Moreover, it is no longer enough just to be equal among equals, and one should be the best among equals - this is the only way we will ensure not only the competitiveness of our specialists in the labor market, but also representation in the global educational services market.

It is very important to put forward international initiatives within the framework of international organizations, but to demonstrate the country's scientific potential before the world scientific community.

The transformation of society is evidenced by the need to adopt a number of normative legal acts in the new edition (in particular, the Criminal Code, the Housing Code, the Law on Citizenship, etc.), as well as the development of the Concept of social protection of the population, the Concept of reforming the pension system, the Concept development of science, etc.

Of particular interest and relevance to the UWED are the provisions of the Program regarding the implementation of the practice of listening to the reports of ambassadors in the Senate of the Oliy Majlis, the opening of a UN training center on parliamentarism, the creation of an international discussion club and the adoption of measures to develop parliamentary diplomacy. This will contribute not only to raising awareness of our foreign policy activities, but also contribute to increasing interest among students in the future sphere of their activities.

It is also important to mention the provisions regarding human rights. In particular, the Second Asian Human Rights Forum is foreseen within the framework of the Program. The Forum was initiated by the President of the Republic of Uzbekistan and received wide support. In 2018, the First Asian Human Rights Forum was held in Samarkand, following which it was decided to hold it every two years.

Based on the analysis of the document, the ever-increasing role of legal professions is obvious, since each reform requires an appropriate legal basis and is accompanied primarily by a set of legislative measures. In this regard, it is important to mention the provisions of the program regarding the publication of the periodical journal “Konunchilik Muammolari”, which will serve as a kind of platform for the exchange of views and the organization of the second form of Tashkent law spring.

Of course, one cannot ignore the point devoted to improving the culture of reading books. It is important here to consider the development of creative strategies for the implementation of this task, taking into account the most commonly used sources of information, the capabilities of social networks and other digital technologies.
